Bill Manis Selected as Upland City Manager

Brings More Than Three Decades of Local Government Experience

UPLAND, Calif. – The Upland City Council on Monday night unanimously selected Bill Manis as new city manager, effective January 2.

Manis comes to Upland from Rosemead, where he has served as city manager since April 2016. In a career spanning 32 years in local government, Manis has worked in the cities of Banning, Cypress, Corona, Santa Ana and Cerritos, and was deputy city manager in San Bernardino before arriving in Rosemead.

His hiring was approved by the Council following a more than yearlong search.

“We are thrilled to have Bill lead our extraordinary City Hall team and build on the momentum we have created during the past year,” said Mayor Debbie Stone. “His experience and local knowledge are ideally suited for the opportunities – and challenges – we face moving forward.”

Stone described Manis as a skilled consensus builder with a proven track record of expanding local employment and the sales tax base, improving public facilities and infrastructure and providing a variety of housing opportunities. In San Bernardino, he played a vital role in helping lift the city out of bankruptcy and securing new economic development.

“Upland has seen incredible progress during the past year, and from a city manager perspective, serving this community presents a wonderful, and rare, opportunity,” Manis said. “I look forward to working with our community partners, the Council and our city staff to ensure that we provide the highest level of services and meet the needs and expectations of our residents and businesses.”

Manis graduated from Alta Loma High School in 1978 and has lived in the immediate region since then, receiving his bachelor of science degree in urban and regional planning from Cal Poly Pomona. He and his wife, Judi, have two adult children, Krista and Kyle.

Under terms of his contract, Manis will earn $238,500 per year. He replaces Marty Thouvenell, the retired Upland Police Chief who had served as interim city manager since 2016.

At Monday’s Council meeting, Stone expressed her gratitude for Thouvenell’s service during the past 18 months. In that time, the city has restored financial stability, successfully annexed into the County Fire District, launched an extensive road improvement and tree-trimming program, and expanded its economic development efforts.

“The city is in a better position that it has been in years, and none of that would be possible without Marty’s leadership. We’re all indebted to him for his decades of service to Upland,” Stone said.
