Jurupa Community Services District (JCSD) has been selected as the winner of the 2017 Special District Program in the Western Region for its E-Citizen Mobile Civic Engagement Platform (E-Citizen).

Jurupa Community Services District (JCSD) has been selected as the winner of the 2017 Special District Program in the Western Region for its E-Citizen Mobile Civic Engagement Platform (E-Citizen). The nation-wide award, sponsored by Government Technology and the AT&T Special Districts Program, was in the Technology Innovation-Citizens Category.

JCSD led the effort to develop and implement a mobile app that applies to governmental agencies within the Cities of Eastvale and Jurupa Valley. The result was E-Citizen which provides a free, easy method to report non-emergency issues within JCSD’s service area as well as the service area of Rubidoux Community Services District (RCSD), and the cities of Eastvale and Jurupa Valley. E-Citizen allows residents to report numerous issues including water waste, graffiti, illegal dumping, potholes, and park maintenance. The app is unique because it routes “citizen reports” to four different government agencies. The app has been downloaded over 3,700 times and approximately 11,000 service requests have been filed.

“We are honored to be selected for this award that encourages citizen engagement.” said General Manager Todd Corbin. “This could only be completed with the collaboration of the City of Eastvale and support from the City of Jurupa Valley and RCSD. Previously, residents did not necessarily know which agency to contact for a problem. Now, the E-Citizen app assists them with that process. That helps JCSD, Eastvale, Jurupa Valley and RCSD resolve concerns quickly. We encourage everyone to be engaged in their community by utilizing E-Citizen to report issues.”

Government Technology and AT&T’s recognition of the importance of Special Districts includes regional and national awards programs with three separate categories to recognize innovation and leadership. The goal is for special district leaders to share solutions to common problems. Awards will be presented at a ceremony during the Special District’s Summit/West on Tuesday, October 3, at the Red Lion Hotel in Anaheim, CA.
