Scott Ochoa Selected as Ontario City Manager; Brings Nearly 14 Years of City Manager Experience
ONTARIO, Calif. – The Ontario City Council is pleased to announce the selection of Scott Ochoa as new city manager, effective November 20.
Ochoa comes to Ontario from Glendale, where he has served as city manager since January 2012. Prior to that, he was city manager of Monrovia for nearly eight years.
Ochoa’s hiring was unanimously approved by the City Council on Tuesday night. He replaces Al Boling, who earlier had requested that he return to his former role as assistant city manager in order tend to health issues within his family. In that role, Boling will assist in the transition of the new city manager.
“Scott is uniquely qualified to manage our city at a time of tremendous opportunity, and we are fortunate to have him,” said Mayor Paul S. Leon. “Scott’s experience and leadership are an ideal fit for our city, allowing us to build upon our role as a regional economic driver while providing an unparalleled living and working environment for our citizens and employees.”
While in Glendale, Ochoa has guided the city through a difficult post-recession economic climate, establishing a multi-layered approach to revitalizing downtown, securing and investing millions of dollars for capital improvements ranging from new parks to rebuilding roads and infrastructure, and helping the police department position Glendale as one of the safest mid-sized cities in the country.

Ochoa received his master’s degree in public administration from the University of Southern California after earning a bachelor’s degree from Claremont McKenna College. He spent more than 18 years in the City of Monrovia, beginning as an intern and advancing to become city manager in 2004. While there he led a variety of economic development, housing, quality of life and public safety initiatives, including the introduction of mixed-use housing into Old Town Monrovia, expansion of the Foothill Gold Line into the city and extensive infrastructure improvements.
His selection as Ontario City Manager followed an extensive search. Under terms of his contract, he will receive $310,000 per year.
Ochoa and his wife of 21 years, Sophia, have two children, Nicholas, a college junior, and Tessia, a high school junior.
